HUGE Division Moves in Southern Section - CIF-SS Preview Is Out!

I've been following Sothern Section XC closely for nearly 10 years now, and I've never seen this amount of movement! An unbelieveable 96 teams are switching divisions from 2013, according to the CIF-SS XC Preview which was released this morning.  This includes many teams that are projected to be contenders for SS and State titles this fall including Jurupa Hills, Agoura, Capistrano Valley, and Ventura.

The CIF Southern Section office has helped to clarify what was driving this change.  Bylaw 1700 in the CIF State handbook was changed this year, with the key sections regarding the size cutoffs for D4 and D5:

From:

Division IV As determined by Section but enrollment may not exceed 1250

Division V As determined by Section, but enrollment may not exceed 500

 

To:

Division IV As determined by Section

Division V As determined by Section, but enrollment may not exceed 600

 

Basically the state removed the school size cap in D4 and raised it in D5. This allowed the Southern Section to rebalance it's division cutoff.  Following is a summary of the changes.

The school size cutoff was moved down for D1, and moved up for D2, D3, and D4. D3, D4,and D5 were most significantly affected due to the rule change. It appears that SS is moving the school count up in D5 to even out the athlete count across divisions.

But even with this info, I was surprised to see some much movement, so I took a look at the school size trend. I found that (2014) Divisions 1-3 are showing a downward trend in school size, with D3 showing the largest decline:

So while division cutoffs were moved up, the average school size, particularly in the medium sized schools, is moving down. The result is big changes across all divisions!

Keep in mind these changes are are tentative until Mid-October. See division by division moves below and the actual bulletin is attached.

The playoff bulletin with the Final Divisions has been posted here.

Reviewing the division list, I only identified these three changes:

SILVERADO Was D1, now is D2
ADELANTO Was D4, now is D3
MORNINGSIDE Was D3, now is D4

So no apparent shake-ups in top ranked teams in any division after the huge moves at the beginning of the season.
